Aruna Technology works with international consulting firms to deliver development assistance projects in Cambodia. We offer joint venture and sub-consultancy partnerships that combine local project management, specialist personnel and field delivery with the technical capabilities of the wider consulting team.

Our role extends from identifying and recruiting suitable experts to mobilising and managing their inputs throughout an assignment. We also deliver defined technical work packages, including surveys, geospatial analysis, engineering design, cost estimation, tender documentation and training. This gives partners a local team able to contribute both specialist expertise and practical delivery capacity.

  • Expert identification and recruitment: Identify and recruit national and international specialists to meet assignment requirements, drawing on our professional network and project experience.
  • Team mobilisation and management: Coordinate expert inputs, field teams and specialist partners, with local project management and liaison with clients, government counterparts and communities.
  • Technical work packages: Deliver topographic, bathymetric, aerial and geotechnical surveys; GIS and remote sensing; landholding mapping; and engineering design inputs.
  • Procurement and cost support: Provide procurement and contract specialists, cost engineers and pricing experts to prepare estimates, bills of quantities and bidding documentation.
  • Consultation and capacity development: Organise field consultations, validate mapping with local stakeholders, and provide practical training and on-the-job support to counterpart staff.

Project Focus

Kbal Hong and Kanghot Design Phase 2

PRIMEX | Pursat and Battambang | Assignment commenced 2025

Aruna supports PRIMEX on Detailed Engineering Design Phase 2 and tender packages for the Kbal Hong and Kanghot irrigation schemes and two flood mitigation subprojects in Battambang, under the Ministry of Water Resources and Meteorology’s AIIB-supported Integrated Water Resources Management Project.

  • Identified, recruited and managed procurement and contract specialists and cost engineers, with local project coordination, to support estimates and bidding documents using relevant ADB standard bidding documents.
  • Provided a managed survey and investigation package covering 532 km of canal profiles and cross-sections, grid surveys over 14,146 hectares, hydraulic structure surveys and 21 geotechnical boreholes.

Kbal Hong Advanced Works Design

PRIMEX | Pursat | Assignment commenced 2024

Aruna supported PRIMEX on detailed engineering design and tender packages for the Kbal Hong river regulator, canal intakes and associated irrigation and flood control infrastructure under the Integrated Water Resources Management Project.

  • Identified, recruited and managed six technical experts, supported by project coordination, covering deputy team leadership, hydraulic and structural design, mechanical and electrical engineering, procurement and contracts, and cost engineering.
  • The team inputs supported surveys and investigations, hydrological and hydraulic design, structural and electromechanical design, technical drawings and specifications, and tender packages with bills of quantities and cost estimates.

Doppler Weather Radar Tower

PT. INACON Luhur Pertiwi and INROS LACKNER Cambodia | Kandal | 2025

Aruna undertook detailed engineering design for the proposed 70 m Doppler Weather Radar Tower at Phnom Baset for INACON under the ADB-supported Irrigated Agriculture Improvement Project, working with INROS LACKNER (Cambodia).

  • Identified, recruited and managed a multidisciplinary team covering project management, civil and structural engineering, architectural design, and mechanical, electrical and plumbing design, including national and international specialists.
  • Coordinated operational and ICT layouts, environmental controls, electrical systems, lightning protection, ventilation and fire safety, with specifications, bills of quantities and estimates for additional agreed tender packages.
